The Comprehensive Education Plan (CEP)

A Comprehensive Education Plan (CEP) is a document that outlines a school's goals and strategies for a specific yearThe CEP is developed by the school's leadership team (SLT). 
 
The purpose of a CEP is to improve student outcomes, To promote academic achievement and equity, To enhance student learning and well-being, and To engage stakeholders in continuous improvement practices. 
 
The CEP is developed by: 
  1. Identify system-wide priorities
  2. Analyze data to identify priority needs and root causes
  3. Set specific, measurable, attainable, relevant, and timely (SMART) goals
  4. Determine targets to measure progress
  5. Create action steps, including professional learning
  6. Align the school-based budget with resources

PRIORITY 1 – ALL STUDENTS LEARN TO READ WELL

Objective: Ensure every student achieves literacy proficiency by mastering foundational reading skills and engaging in advanced comprehension tasks.

Key Focus Areas:

  • Implement evidence-based literacy programs aligned with grade-level standards.
  • Provide early interventions for struggling readers.
  • Train teachers in effective, research-based literacy instruction.
  • Foster a love for reading through diverse, culturally relevant texts and library resources.
  • Utilize progress monitoring tools to track and support student literacy development.

Goals for

  • By June, 2026, literacy for All Students will improve, as measured by a 5% Increase, from 60% to 65%, of Percentage of students performing at/above benchmark on the Acadience. in grades K2, Students with Disabilities SWD students performing at/above benchmark levels from 37% to 42%, English Language Learner ELL students performing at/above benchmark levels from 34% to 39%, Black students performing at/above benchmark levels from 53% to 58%, Students in Temporary Housing students performing at/above benchmark levels from 33% to 38%, AND a 5% reduction of: ALL students performing at well below benchmark level from 26% to 21%, Students with Disabilities SWD students performing at well below benchmark level from 46% to 41%, English Language Learner ELL students performing at well below benchmark level from 48% to 43%, Black students performing at well below benchmark level from 29% to 24%, Students in Temporary Housing students performing at well below and below benchmark level from 56% to 51% as measured by the Acadience 20252026. 5% increase in the percentage of ALL students performing `between levels 25 (blue color band) from 72% to 77% in PreK AND a 5% reduction of students performing at “not yet” from 6% to 1% as measured by the 2026 TSG Checkpoint 3, indicator 16b (identifies letter sound correspondence).
  • By June, 2026, literacy for All Students will improve, as measured by a 5% Increase, from 62% to 67%, of Percentage of students performing at proficiency on the NYS ELA Exam Results. Students with Disabilities SWD students performing at proficiency levels from19% to 24% , English Language Learner ELL students performing at proficiency levels from 32% to 37%, Black students performing at proficiency levels from 58% to 63%, Economically Disadvantaged students performing at proficiency levels from 40% to 45% , Students in Temporary Housing performing at proficiency levels from 25% to 30% AND a 5% reduction of ALL students performing at level 1 from 15% to 10%, Students with Disabilities SWD students performing at level 1 from 30% to 25%, English Language Learner ELL students performing at level 1 from 54% to 49%, Black students performing at level 1 from 13% to 8%, Economically Disadvantaged students performing at level 1 from 22% to 17%, Students in Temporary Housing performing below proficiency from 37% to 32% in grades 35, as measured by the 2026 NYSED ELA Exam.
  • By June 2026, by providing Science of Reading aligned intervention and support services literacy for English Language Learners ELL will improve, as measured by a 2% Decrease, from 8.1% to 6%, of Percentage of Entering level scores on the NYSESLAT Exam. Emerging level scores will decrease by 3.5%, from 13.5% to 10% Transitioning level scores will increase by 4.2%, from 10.8% to 15% , Expanding level scores will increase by 4.1%, from 45.9% to 50%, and Commanding level scores will increase by 3.4%, from 21.6% to 25% as measured by the June 2026 NYSESLAT Exam.

PRIORITY 2 – ALL STUDENTS ARE PHYSICALLY AND EMOTIONALLY SAFE

Objective: Create a safe, supportive, and inclusive learning environment where students feel secure and valued.

Key Focus Areas:

  • Enforce anti-bullying policies and promote restorative practices.
  • Address physical safety by maintaining secure facilities and emergency preparedness plans.
  • Prioritize mental health through access to counselors, social workers, and wellness programs.
  • Teach social-emotional skills through programs like SEL (Social and Emotional Learning).
  • Build a culture of respect, diversity, and inclusion throughout schools.

Goals for PRIORITY 2 – ALL STUDENTS ARE PHYSICALLY AND EMOTIONALLY SAFE

  • By June, 2026, physical and mental wellness for All Students will improve, as measured by a 10% Decrease, in Number of Level 2 Incidents from 20% to 10%, per the Online Occurrence Reporting System.

PRIORITY 3 – ALL STUDENTS HAVE A HIGH-QUALITY ACADEMIC EXPERIENCE

Objective: Ensure all students have access to rigorous, engaging, and inclusive instruction tailored to their needs.

Key Focus Areas:

  • Provide standards-aligned curriculum across all grade levels and subjects.
  • Incorporate project-based and experiential learning opportunities.
  • Differentiate instruction to support students of all abilities, including those who are advanced learners or require remediation.
  • Use formative and summative assessments to guide instructional practices.
  • Engage students with technology and innovative learning methods.

Goals for PRIORITY 3 – ALL STUDENTS HAVE A HIGH-QUALITY ACADEMIC EXPERIENCE

  • P.S. 304 will address Priority 3 All students have a high-quality academic experience with the following SMART Goal: By June, 2026, the Percentage of Students in K2 On/Mid or above Grade Level will Increase by 5% from 41% to 46%, for All Students, as measured by I Ready Math EOY Screener AND a 5% increase in the percentage of students performing ‘between levels 46 (blue color band) and a 5% decrease of students performing at ‘not yetʼ as measured by the 2026 TSG Checkpoint 20c.
  • P.S. 304 will address Priority 3 All students have a high-quality academic experience with the following SMART Goal: By June, 2026, the Percentage of students at proficiency level will Increase by 5% from 29% to 34%, for Students with Disabilities SWD, as measured by NYS Math Exam Results. And a 5% reduction of students performing at level 1 from 25% to 20% as measured by the 2026 NYSED Math Exam. By June 26, 2026, there will be a 5% increase in the percentage of ELL students performing at the proficiency level from 46% to 51% in grades 35 as measured by the 2026 NYSED Math Exam. and a 5% reduction of students performing at level 1 & 2 from 54% to 49% as measured by the 2026 NYSED Math Exam. By June 26, 2026, there will be a 5% increase in the percentage of Black students performing at the proficiency level from 63% to 68% in grades 35 as measured by the 2026 NYSED Math Exam and a 5% reduction of students performing at level 1 from 13% to 8% as measured by the 2026 NYSED Math Exam. By June 26, 2026, there will be a 5% increase in the percentage of Economically Disadvantaged students performing at the proficiency level from 57% to 62% in grades 35 as measured by the 2026 NYSED Math Exam and a 5% reduction of students performing at level 1 from 13% to 8% as measured by the 2026 NYSED Math Exam. By June 26, 2026, there will be a 5% increase in the percentage of STH students performing at the proficiency level from 40% to 45% in grades 35 as measured by the 2026 NYSED Math Exam and a 5% reduction of students performing at level 1 from 27% to 22% as measured by the 2026 NYSED Math Exam.
  • P.S. 304 will address Priority 3 All students have a high-quality academic experience with the following SMART Goal: By June, 2026, the Percentage of students scoring at or above grade level will Decrease by 10 from 11 to 40, for All Students, as measured by I Ready Math results .

PRIORITY 4 – ALL STUDENTS GRADUATE COLLEGE AND CAREER READY AND HAVE A STRONG PLAN AND PATHWAY TO ECONOMIC SECURITY

Objective: Equip students with the knowledge, skills, and experiences needed to succeed in college, careers, and life.

Key Focus Areas:

  • Implement college and career readiness programs, including Advanced Placement (AP), Career and Technical Education (CTE), and early college opportunities.
  • Offer personalized guidance on college and career pathways, including financial aid and scholarship resources.
  • Promote internships, mentorships, and work-based learning experiences.
  • Integrate life skills training, including financial literacy and career planning.
  • Partner with local businesses, colleges, and organizations to create opportunities for students.

Goals for PRIORITY 4 – ALL STUDENTS GRADUATE COLLEGE AND CAREER READY AND HAVE A STRONG PLAN AND PATHWAY TO ECONOMIC SECURITY

  • By June 30, 2026, there will be a 5% increase in the percentage of all students performing at the proficiency level in grade 5 from 42% to 47% and a 5% reduction of students performing at Level 1 from from 8% to 3%; AND there will be a 5% increase in the percentage of SWDs performing at the proficiency level in grade 5 47% to 52% and a 5% reduction of students performing at Level 1 from 0% to 0%; AND there will be a 3% increase in the percentage of ELL/MLL students performing at the proficiency level in grade 5 from 0% to 3% and a 3% reduction of students performing at Level 1 from 50% to 47% as measured by the 2026 NYSED Science Exam; AND there will be a 5% increase in the percentage of Black Boys performing at the proficiency level in grade 5 from 42% to 47% and a 5% reduction of students performing at Level 1 from 9% to 4% as measured by the 2026 NYSED Science Exam; AND there will be a 5% increase in the percentage of Economically Disadvantaged students performing at the proficiency level in grade 5 from 42% to 47% and a 5% reduction of students performing at Level 1 from 8% to 3% as measured by the 2026 NYSED Science Exam.
  • PS 304 Early Childhood Lab School will address Priority 4 All students graduate college and career ready and have a strong plan and pathway to economic security with the following SMART Goal: By June, 2026, the increase the percentage of families that activate their Save for College account for All Students will Increase by 40 from 37 to 77 as measured by Save for College account.

PRIORITY 5 – ALL DISTRICTS AND SCHOOLS ARE MORE INCLUSIVE AND RESPONSIVE FOR PARENTS AND FAMILIES, INCLUDING HAVING MORE FAMILIES CHOOSE NYC PUBLIC SCHOOLS

Objective: Build strong relationships between schools and families while making public schools the top choice for education in NYC.

Key Focus Areas:

  • Create inclusive and welcoming environments for families from all backgrounds.
  • Offer clear, transparent communication about school programs, policies, and progress.
  • Provide opportunities for meaningful family involvement in decision-making processes.
  • Host workshops and events to engage families in their children's education.
  • Showcase the strengths of NYC public schools to increase family satisfaction and enrollment.

Goals for PRIORITY 5 – ALL DISTRICTS AND SCHOOLS ARE MORE INCLUSIVE AND RESPONSIVE FOR PARENTS AND FAMILIES, INCLUDING HAVING MORE FAMILIES CHOOSE NYC PUBLIC SCHOOLS

  • PS 304 Early Childhood Lab School will address Priority 5: All districts and schools are more inclusive and responsive for Parents of All Students with the following SMART Goal: By June, June 2026, the percentage of parents/families indicating that they are satisfied with the education their child is receiving will Increase by 7% from 83% to 90% as measured by Parent Teacher Conference Registration Reports.

CHRONIC ABSENTEEISM

Objective: Reduce chronic absenteeism to ensure all students benefit from consistent, high-quality instruction.

Key Focus Areas:

  • Identify students at risk of chronic absenteeism and provide targeted interventions.
  • Address barriers to attendance, such as transportation, health concerns, or family challenges.
  • Build strong relationships with students and families to encourage consistent attendance.
  • Track and analyze attendance data to identify trends and areas of concern.
  • Create incentives and recognition programs to promote good attendance habits.

Goals for CHRONIC ABSENTEEISM

  • By June, 2026, the percentage of Chronically Absent Students will decrease by 5%, from from 19% chronically absent to to 14%, as measured by the ATS Chronic Abesnteeism Reports.

QUALITY INDIVIDUALIZED EDUCATION PROGRAM (IEP)

Objective: Ensure students with disabilities receive high-quality, personalized support and services to achieve their full potential.

Key Focus Areas:

  • Develop IEPs that align with students' strengths, needs, and goals.
  • Engage families and students in the IEP planning process to ensure their voices are heard.
  • Provide targeted professional development for staff on effective implementation of IEPs.
  • Monitor and evaluate the quality of IEPs to ensure compliance and effectiveness.
  • Ensure students receive all mandated services and accommodations in a timely manner.

Goals for QUALITY INDIVIDUALIZED EDUCATION PLANS (IEP)

  • By June, 2026, to strengthen the quality and implementation of IEPs for Students with Disabilities (SWD), we will improve Alignment of IEP's across annual goals and present levels of performance (PLOP) by a 20 Increase, from 75 to 95, as measured
